Community Solutions, established in 2001 by Paula Harper, provides consulting and management services in the areas of community development; McKinney-Vento program development and management; capacity building; affordable housing development; strategic planning; and financial management of federally-funded programs.

Harper has more than 20 years of experience in federally funded programs programs including Community Development Block Grant, HOME Investment Partnership, McKinney-Vento programs, Homelessness Prevention and Rapid Re-Housing and the U.S. Department of Housing and Urban Development's rental assistance programs with an emphasis on affordable housing development, supportive  housing for special needs populations and community development.

Community Solutions is the recipient of four U.S. Housing and Urban Development Technical Assistance awards and currently provides technical assistance to HUD grantees in Texas and New Mexico.
