U.S. DEPARTMENT OF HOUSING & URBAN DEVELOPMENT TECHNICAL ASSISTANCE

Since 2001, Community Solutions provides one-on-one technical assistance and workshops to McKinney-Vento and Community Development Block Grant recipients. For one-on-one technical assistance, grantees receive from one to four days of on-site technical assistance depending on the complexity of the funded programs. Workshops are conducted either regionally or statewide. Community Solutions works with the local HUD Field Office under the demand-response system to develop a technical assistance plan for workshop topics and grantee technical assistance.

CONSOLIDATED PLANNING

Community Solutions assists HUD entitlement jurisidictions in the development of the Consolidated Plan and Annual Action Plan using the CPMP tool through conducting detailed market analyses, citizen participation activities and comprehensive planning. The process which includes a housing needs assessment, housing market analysis, strategic planning, development of anti-poverty strategies, lead-based paint strategies, assessment of public and other subsidized housing programs, citizen participation strategies and subrecipient activities assists the jurisdiction in developing effective community development strategies and programs and ensuring that the jurisdiction complies with all HUD requirements and regulations.

CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) AND IDIS

Community Solutions assists HUD entitlement jurisdictions in developing the narrative and financial sections of the CAPER. Community Solutions is skilled in the use of the new Integrated Disbursement and Information System (IDIS).

ANALYSIS OF IMPEDIMENTS AND FAIR HOUSING PLANNING

Community Solutions works with local and county governments to analyze impediments to fair housing choice and develop fair housing plans that meet the requirements of the U.S. Department of Housing and Urban Development. Developing a Fair Housing Plan includes the community's demographic profile, HMDA analysis, community input, and evaluation of local public polices that affect fair housing choice.  Impediments are discussed and actions recommended in the Fair Housing Plan.

PROGRAM DEVELOPMENT, MANAGEMENT AND ASSESSMENT

Community Solutions works with clients in designing and implementing programs aimed at providing affordable housing opportunities, community development, neighborhood revitalization and housing/ services to homeless and special needs populations.

Community Solutions specializes in working with small Community Development Block Grant recipients and non-profit agencies receiving HUD funding. In collaboration with MKP Consulting, Community Solutions provides consulting and management services to six CDBG/HOME entitlement jurisdictions.  Services include preparation of the Consolidated Plan, Annual Action Plan, CAPER, IDIS reporting, subrecipient management and monitoring, Davis-Bacon, environmental review, citizen participation and fair housing activities.

Community Solutions provides program management,  subrecipient monitoring and reporting services to Homelessness Prevention and Rapid Re-Housing grantees.
